Acutely needless, as that ecosystem will take care of itself without slaughtering thousands of whales. USA researchers noticed thinner gray whales off the western coast of the US just by observation. (All whales off the coasts protected by the Marine Mammal Protection Act, an act Japan should aspire to copy.)
