1. European Investment Bank to lend car makers EUR 3bn

The European Investment Bank said on Thursday that its
board had approved plans to lend an additional three
billion euros to car makers and that more is on the way.

allowing cut-rate sales taxes on certain services, with
Germany yielding to French pressure to allow less tax to

China: Euro-MPs urged China Thursday to renew dialogue on
real autonomy for Tibet, in a resolution marking 50 years
since a failed uprising there forced the Tibetan
spiritual leader into exile.

financial crisis, energy security and climate change; set

'the greening of transport'; and said that a basic principle
of the reformed policy on access to documents should be that
