Re: I don't mean to bash Starbucks, but this is silly...

Local health departments require dipper wells to insure the
cleanliness of utensils from the build-up of bacteria associated with
dairy products.  I know of no shop that runs the dip wells 24/7 as
utensils are washed and dried at the close of business each day.  It
is difficult to balance the need to safeguard health, and protect
resources.
