This is a formal Request For Discussion (RFD) for the creation of the
unmoderated Usenet newsgroup, sci.cybernetics.


NEWSGROUPS LINE: sci.research.cybernetics

sci.research.cybernetics	Systems theory in command and control.


RATIONALE: sci.research.cybernetics

The study of cybernetics is a vast field.  Its discussion is held on
many
de-centralized servers on the Internet.  Many people have who have a
general
interest in the field may not know where to go.  The Usenet is an
ideal
mechansism for the stadardization as such an avenue that is central to
the
interests of people who are seeking a place to build or extend their
interests in the field.  If this group is created, it will provide
such an
avenue for the general purpose of research and development where its
readers
would find pointers to a cyber-space that is formed in cybernetics.
Other
groups such as comp.ai, and comp.research.robotics are generally too
specific
for that which comprises an understanding of it.  Cross-posts may be
frequent
where someone who is developing a systems theory is forced to look in
multiple
places for support.  Often, the philosophical aspects that cybernetics
encompasses does not have such an avenue on the Usenet.  It would be
the
purpose of this group to pick up from where many other message boards
have left
off whereas the ease of use that the Usenet affords, would extend
itself to the
multi-client environment in which Usenet interfaces have taken shape.
This group
would cross-culminate such interests as a place to delve into not only
the
philosophy, but also the aspects in general that would make a
holisitic forum
for cybernetics research possible. This group would finally solve the
problem
of finding a central place for the study to form in order to find the
Usenet
as such a forum.

CHARTER:

Cybernetics is the study of communications and control systems in
economics,
ecology, technology, biology, physiology, ecology, psychology,
sociology,
anthropology, and robotics.  The term derives from the Greek
Kybernetes
meaning steersmanship or helmsman, first coined by Norbert Weiner at
the Macy
conference in the 1940's. This group is to encompass the science of
cybernetics
at degrees to which society and the humanities form a synergy with
technology
on the Internet.  The concept of a society or, advancement in the
humanities
for instance, serves as the drive for this school of thought, as the
philosophy
in these fields serves a basis for this group's purpose; namely, to
exist on
the Internet as a forum for discussion ranging in control systems and
feed-back
loops, to programming machine intelligence and cipher theory as its
aggregates
could be modelled. It is the responsibility of the poster to maintain
interest
in messages and threads.

The focus of this group is the investigation and examination of
cybernetics
in a forum for formal research involving cybernetics as a science.
The
purpose of this group is to establish the ground set by other groups
with
similar focus.  The science and research of cybernetics focuses on
differences
in technological fields where the development of command and control,
communications, guidance, vision, and robotics al apply--for
participants who
are into developing interests as the main areas in cybernetics. This
group is
to promote commercial and scientific awareness generally serving in
the
betterment of humanity with technology.  Commercial involvement, as
the
development of theory, algorithms, heuristic, and engrams are
encouraged
as the primitives of this group, in forming a base for developing
systems
theory as the object of its subscribers.  The goal is to join such
circles
to introduce the science of cybernetics as a holistic avenue for its
research
and development.

Those who wish to influence the development of this RFD and its final
resolution should subscribe to news.groups.proposals and participate
in the
relevant threads in that newsgroup.  This is both a courtesy to groups
in
which discussion of creating a new group is off-topic as well as the
best
method of making sure that one's comments or criticisms are heard.

All discussion of active proposals should be posted to
news.groups.proposals.
To this end, the 'Followup-To' header of this RFD has been set to this
group.

If desired by the readership of closely affected groups, the
discussion
may be crossposted to those groups, but care must be taken to ensure
that all discussion appears in news.groups.proposals as well.

We urge those who would like to read or post in the proposed newsgroup
to make a comment to that effect in this thread; we ask proponents to
keep a list of such positive posts with the relevant message ID
(e.g., Barney Fife, <4JGdnb60fsMzHA7ZnZ2dnUVZ_rWdnZ2d@sysmatrix.net>).
Such lists of positive feedback for the proposal may constitute good
evidence that the group will be well-used if it is created.
