The /Q3 command has always been a bit tricky. If the necessity of
user input can not be completely ruled out, /Q3 will be silently
replaced by /Q2. You need to add a /Y switch to prevent this. Read
this thread for reference:

where Kan Yabumoto explains some of the reasoning behind it. Please
beware that adding the /Y switch may result in undesired results if
the rest of the command line isn't built precisely to your needs...
