Is there Freeware to store index and search pictures of documents?

I have many documents that I need to search through. They do not work
well with Optical Character Recognition and will need much work to get
them into a text format. After they are converted they will not look
enough like the original to be the main document and I will still need
the pictures of the documents.

Is there a free ware that will help me to search these documents?
Keywords would be nice, if I could put in a text version to search
when I have done OCR to a document this would be nice.
