You can get a hold of the v.0.9.3 Windows version
at the VLC's Nightlybuilds site

One of the reason they did not release 0.9.3 Win version
was the stability problem with the Video output.

* Fullscreen controller: added time label, remembering of last position
* Fixed drag'n drop behaviour on the playlist
