Deleting an Account in a file

We have multiple accounts in a Quicken File (Checking , savings, IRAs etc.) Almost all of them are linked to their various financial institutions and info is downloaded when I log on. This has worked quite well. I am having a problem with one of the accounts. This particular account (an IRA) has a lot of missing information in it (such as cost basis in it and I want to delete it and re-download everything. I can't delete the account in Quicken. Should I go through and delete every transaction and re-update? This will be painful as there are a lot of transactions to delete. There are no links in this account with any other accounts in the Quicken File. I have hidden the account and tried to add a new Quicken File. I choose the proper financial institution and it shows me all the accounts but won't let me do a new one with an account on the list.
