WinXP -- Kids set User Account with Password ...

... then forgot the Password.

Can I use Safe Mode to make a new Administrator Account without knowing the
password, then use the new account to delete the old account?

Seems like this is too simple and would violate the security policy.

Without the password, I think I have to reinstall XP.

Can I block the establishment of User Accounts so this does not happen
again?
