I didn't go to the URL to see for myself, but from what has been stated here in the thread, the given information is number to be cut, percent to be cut, and since it is coming out of a global workforce, you can't say anything more (in terms of where or where not any specific layoffs may take place). And, just for the record, a job _cut_ may even involve a job that is not filled, either. A job may be on a Table of Organization, but authority to recruit, and authority to hire (both separate details from the existence of a job on the TO) may be needed to actually hire someone into a vacant slot. In lots of ways, the announcement could even be less useful than it sounds. Especially since they also may have said nothing about hiring plans, either, and hiring plans may be completely separate from plans to cut.
