US: West's nuclear proposal unchangeable

US Secretary of State Hillary Rodham Clinton speaks to
reporters in Morocco on Monday.

As Iran calls for a review to an IAEA-backed proposal for
Western nuclear cooperation, the United States asks Tehran
to accept the offer that will not be changed.

"This is a pivotal moment for Iran," US Secretary of State
Hillary Rodham Clinton told reporters in Morocco on Monday
where she is meeting with Arab, North African and G8 foreign
ministers.

"Acceptance fully of this proposal which we have put forth
and which we are unified behind would be a good indication
that Iran does not wish to be isolated and does wish to
cooperate with the international community," she said.

After holding three days of nuclear discussions with Western
powers, Iran's ambassador to the International Atomic Energy
Agency Ali-Asghar Soltaniyeh on Monday said that Tehran is
ready to engage in new negotiations under the full
surveillance of the UN nuclear watchdog to buy ready-made
fuel for a medical research reactor in Tehran with any
potential seller.

"We are ready to buy [the needed nuclear fuel] from any
supplier under the full surveillance of the IAEA … as we
bought from Argentina about 20 years ago with the
cooperation of the IAEA. The core issue is assurance and
guarantee for [the] supply of the fuel," Soltaniyeh told
Press TV.

The announcement was the clearest sign to the Western world
that the country sees no sensible reasons, as of yet, to
trust the world powers with its own stockpile of uranium.

"We continue to press the Iranians to accept fully the
proposal that has been made, which they accepted in
principle because we are not altering it," Clinton said.

"So that we can move forward and work with Iran on a full
range of issues including, but not limited to, their nuclear
program," she added.

Under a UN-brokered proposal discussed in Vienna in mid-
October, the United States, France and Russia wanted Iran to
send most of its domestically-produced low enriched uranium
(LEU) abroad to be converted into more refined fuel for the
Tehran reactor that produces medical isotopes.

The world powers introduced the plan, which was first
floated by the Obama administration.

On Monday, the head of the International Atomic Energy
Agency (IAEA) Mohamed ElBaradei also called for trust
building measures between the sides over the issue.

He said these measures can principally be achieved through
dialog.

Iran stresses that the country's technical and economic
considerations should be taken into account regarding the
proposal.

The Iranian Foreign Minister reiterated that Iran would only
give part of its enriched uranium in return for 20 percent
enriched uranium should it agree to the IAEA-brokered draft
deal.

"Our first request is based on the purchase of nuclear fuel
for the Tehran reactor. However, production of 20 percent
enriched uranium is also on the table if the sides do not
reach an agreement," he said.
