As far as I know, there is no punitive damage anywhere here in Europe. So even if you stage a big lawsuit because of falling over on the walkway, you will end up with some compensation for the pain, but it really is nothing compared to the hassle that you would have to go through... and it's not that a broken wrist is something that disables a person indefinitely, so I guess most just don't bother.
