Thanks, that was the critical info I was missing.

For anyone else reading this thread, to sum up:

To do a drive-by shooting in GRAND THEFT AUTO III:
* It has to be the Uzi, no other handgun will work.
* You have to be pressing LOOK LEFT or LOOK RIGHT (on the PC, Q or E) while
shooting.
