Changed: Minelaying and minesweeping....

Changed: Minelaying and minesweeping are performed in reverse score
order.

So for those numbskulls out there who don't quite catch what this
means... how will this impact minelaying/sweeping?  I'm sure someone
out there is too dimwitted to catch on and will probably need it
explained in kindergarten terms... I obviously can't stoop to such a
basic, primitive form of communication or I would do it myself... :)

Will this basically mean that ships with higher exp. and such will
have lower ID minefields and will therefore detonate first?  I imagine
higher XP ships will still be able to sweep those laid by the newbies?
