Multiple transfer?

I know this has been brought up in the past many a time... but are multiple transfers anything foreseeable in the future of VGAP? There would have to only be one boarding attempt allowed of course, but some times some things will hold you up for a turn or two just because you can't target two things for transfer (such as beaming up colonists and beaming them down to start a new base in one turn).
