WoW uses it's own engine. There is very little you can do to customise it if that's what your after. You can import standard 3d meshes to create custom models/items etc but nothing you do can be used on a public server. If you are trying to modify the game and run it on a private server you are breaking the conditions of the software licence. If you want to customise an RPG you might want to look into a different engine more designed for this such as that of dungeon siege. WoW uses a client-server model which is places very heavy workload on the SQL back-end so if you plan on modding it you will need to either need to code or modify a server to form a single-player game or run a high-end machine if you wish to accept multiple connections to the server.
