Forming groups of 4

I'm not sure if this is the right group to put this question.  If not,
please accept my apologies and hopefully someone can direct me to the right
group.

The problem I am trying to solve:
There are 12 people (numbered 1 to 12).  I need to produce 3 groups of 4
seven times with the condition that no one person has another person in his
group more than twice.

Not sure if its possible to do this but I hope someone has the answer.
