At least that's how the report will read. Once the US goes neo-Fascist, there's really not much you can do to defend yourself. The police are already militarized, and hardened against firearm attacks. The previous safeguards and barriers preventing misuse of military forces against American citizens are blurred and weakened by the Bush junta's unprecedented misuse of executive authority, and heightened suspicion of ordinary citizens -- anyone can be designated an "enemy combatant" at any time, for virtually any manufactured reason.
