Ignoring the multiple grammar and usage errors, he is clearly using the word in a way that one would use "too good for the rest of us", because a black person would not think of himself as "uppity", unless he was being sly. Just for fun, let's fix his sentence for him so that it reads like standard English. "Just from what little I’ve seen of her and Mr. Obama, Sen. Obama, they're a member of an elitist-class individual that thinks that they're uppity." Corrected: "Just from what little I’ve seen of her and Mr. Obama, Sen.
