The funny thing about the English language is that terms like
"yelling FIRE !" and "disturbing the peace" are NOT synonymous
That means that they are NOT the same meaning

You are still unclear on the concept that the law is not able to deter an
act BEFORE the fact
It can only punish the act AFTER the fact

Notice the words "before" and "after"
Too bad those concepts, albeit simple, stump you
