Not that they don't occur, but clearly they're not commonplace. The vast majority of people below the poverty line have enough to eat most of the time, a roof over their heads, usually one or more TV's, and much of the time they will also have a car. This is wealth beyond the wildest dreams of most people 100 years ago and the majority of people in a lot of nations (notice for the comprehension impaired I did not say the majority of nations).
