I again call for parole to be scrapped forcing all criminals to serve 100
percent of the maximum sentence in jail.

Parole should never have happened in the first place.

I want to see every murderer in prison waking up each morning with pain
suffering and misery and nightmares day and night for the entire sentecne
for the rest of their lives

It has been revealed that the New South Wales Department of Corrective
Services knew weeks ago about the planned release of one of the convicted
killers of world renowned heart surgeon, Victor Chang.

Choon Tee Lim was sentenced to a minimum of 18 years in jail plus six years
parole in 1991 for Dr Chang's murder.

The director of the State Parole Authority Paul Byrnes says the independent
body notified the department in early September about his release next
month.

He says the authority was told there would be no submission objecting to the
release from the Corrective Services Commissioner.

"The decision was taken not to make a commissioner's submission at that
point in time," he said.

But the Corrective Services Minister, John Robertson, says he only found out
about the decision last night.

He has now asked the commissioner, Ron Woodham, to make a submission
opposing parole because Choon Tee Lim will be deported to Malaysia, where
there is no reciprocal parole system.

Mr Robertson says he is sorry the family were not notified about Lim's
release, as they are not on the victims register.

"I am very sorry the family has had to go through this in such a public way
to relive that trauma," he said.

"We have a victims register that was put in place in 1996.

"I've asked today for the victims advisory board to look at a mechanism to
get people onto the victims register who were the victims of a crime prior
to 1996."

The state opposition's shadow Attorney-General, Greg Smith SC, says it is no
excuse that the Chang family was not on the victims' register.

"Who's job is it to put them on the victims' register?" he said.

"These people are still alive they're still out there in our community,
Victor Chang was a national icon, how could this be overlooked?"
