Name-brand vs Chinese scooters

I am wondering about the made-in-China scooters from companies I have
never heard of, in particular the Shenke Motor 150cc.

I want to buy a cheap scooter, around $1000 just to get me around
town.  I won't be riding it too much, maybe a few hundred miles a year
max and will be selling it in about two-three years.

Should I get a year-old made-in-China scooter, or a 15-year-old Honda
(or other name brand)scooter?
