Bad legislation warning -- the "Violent Radicalization and Homegrown Terrorism Prevention Act" This bill, known as HR 1955 in the House, and S 1959 in the Senate, has passed in the House by a 404-6 vote, and is currently in the Senate, and enjoys strong support from both Senators Barack Obama and John McCain. Ostensibly purposed to establish a permanent commission to study the forces that create domestic terrorism, the bill itself uses broad definitions which construe most traditional non-violent political activism as "force" and thus "Homegrown Terrorism." This bill is a major step in the incrementalist approach towards a state of permanent martial law in the United States. Where PATRIOT Acts 1&2, FISA amendment, and several other acts have granted broad, sweeping new powers over those who are determined to be "terrorists" the new "Violent Radicalization and Homegrown Terrorism Prevention Act" extends those powers over US Citizens and greatly expands the definition of a "Terrorist" to include any political activist who, disagreeing with current Federal policy, intends to use forceful traditional means such as letter-writing campaigns, demonstrations, sit-ins, coordinated telephone campaigns, and etc to cause an effect on the policies of Washington DC through non-violent coercion. It specifically targets the civilian population of the United States. It defines "Violent Radicalization" as promoting any belief system that the government considers to be extremist. "Homegrown Terrorism" and "Violent Radicalization" are defined as thought crimes. Since the bill does not provide a specific definition of extremist belief system, it will be whatever the government at any given time deems it to be. A few extracts of the Bill are presented below to show you its tone or "flavor." "(2) VIOLENT RADICALIZATION- The term `violent radicalization' means the process of adopting or promoting an extremist belief system... to advance political, religious, or social change." SECTION 899B. FINDINGS. "(3) The Internet has aided in facilitating violent radicalization, ideologically based violence, and the homegrown terrorism process in the United States by providing access to broad and constant streams of terrorist-related propaganda to United States citizens." "(6) The potential rise of self radicalized, unaffiliated terrorists domestically cannot be easily prevented through traditional Federal intelligence or law enforcement efforts, and requires the incorporation of State and local solutions." Section 899D of the bill establishes a Center for the Study of Violent Radicalization and Homegrown Terrorism in the United States. This will be an institution affiliated with the Department of Homeland Security.
