Maybe, but given their liability if they get caught, I'd say no.  Of
course there are people who make stupid decisions in positions of
power so it could happen.

They get free good publicity, more people on their med, and some tax
breaks.  So their own self interest should lead them to sending the
normal medication.  They don't want news reports of people being
sickened by one of their more profitable drugs.

I feel sorry for you and your son.  So many people do respond well
and get “better” that only “not getting sicker” is lousy.
