VICTORIA -- Police board members approved the resignation of Victoria
police chief Paul Battershill without ever seeing a report into the
allegations against him.

Mayor Alan Lowe, who chairs the police board, said he was the only
board member to review the full results of an RCMP probe into
Battershill's conduct.

Lowe said yesterday he provided the other board members with only some
information -- the amount he determined they needed to make their
decision.

The nine-member board, which is supposed to provide civilian oversight
of the police, subsequently decided that it had suffered a "loss of
confidence" in Battershill's leadership.

Lowe announced Wednesday that the board accepted Battershill's
resignation effective immediately, cancelled a disciplinary hearing,
promised never to discuss the accusations against the former chief and
agreed to pay $15,000 towards his legal costs. The board also issued a
statement saying the probe found no evidence of any criminal or
financial wrongdoing.

Battershill's resignation demands greater public accountability,
civil-rights advocates said yesterday.

The public still has no clear idea what the allegations were against
Battershill or why the Victoria police board claims to have lost
confidence in him, the B.C. Civil Liberties Association and
Vancouver's Pivot Legal Society said.

"How are you supposed to hold somebody accountable when you're not
actually able to see what's happened?" said society lawyer Douglas
King. "I mean, everybody's kind of in the dark here."

Police Complaint Commissioner Dirk Ryneveld was unavailable for
comment yesterday.

But King noted that the commissioner can order a hearing into the case
if it's needed to restore public confidence in the complaint
investigation process and in the police in general.

Prince George head Mountie, Superintendent Dahl Chambers, has been
ordered to apologize to three municipal workers who complained that he
harassed them at the city's RCMP detachment.

The three civic employees filed 11 complaints against Chambers, said
RCMP Staff Sgt. Tim Shields.

Six of the allegations were upheld by RCMP Deputy Commissioner Gary
Bass following an internal probe, added Shields.

Chambers was ordered to make written apologies to the complainants.

"Harassment is improper conduct that is offensive or is perceived to
be offensive by another person in the workplace, said Shields.

"And harassment is not tolerated in amy (Greg-The Vancouver Sun should
get a spell checker since the word is any)   way in the RCMP."

The RCMP has not detailed all of the allegations, but one decision
released details about seven harassment allegations filed against by
Chambers by Ken Corrigan, a former manager who was the top civilian at
the RCMP detachment.

One complaint upheld was that on several occasions Chambers demeaned
Corrigan by calling him  "bastard", "idiot" and "water boy."

Another allegation upheld was that Chambers stood in front of
Corrigan's office window and made faces and goading gestures at him.
Chambers claimed the only gestures he made were an invitation to go
for coffee.

Another complaint upheld alleged that Chambers made a masturbatory
gesture toward the manager while they were boarding a plane.

In his decision, Bass ordered Supt. Chambers to receive "strong
operational guidance," adding that his behaviour was "contrary to the
expectations of members of the Force, particularly those in the role
of senior management."

I recall an incident in my working life where someone made
masturbatory gestures and were given a talking to. However they made
only 16/hr and not the over 100K a yr this superintendent makes. The
RCMP should be expected to follow a higher standard of conduct.
