Not that I don't appreciate your (and others') fine explanations, but
I'm deeply bothered by the notion that "all the renovations have been done."

I wonder if I'd get a different answer if I rearrange and rephrase
Tacia's question:

So the sentence in question sounds to me the renovation was on-going at
the time this article was published.(Or maybe hadn't started yet.)

In this sense, the sentence is more like saying " ....(yes, we're
keeping "it",) but it is being (or will be) significantly updated".

I hope I'm making sense...
