Here is a rather disgusting proposal from businessman Robert Griffin
of News South Wales, Australia. In the posting below, it can be seen
that Robert Griffin (posting as "Magnus Pym") has written a proposal
to create a suicide newsgroup where anyone, including children, can
post and read messages related to suicide or even suicide methods.
Robert Griffin's behavior in this proposal can only be called reckless
and dangerous. But this is not uncommon behavior coming from this
dangerous and psychopathic man named Robert Griffin. What possesses a
man like Robert Griffin to do these disturbing things is anyone's

This group is for posters wishing to discuss suicide as a valid
option for themselves and support others in that choice without
encouragement, goading,  ridicule, or prejudicial judgement; the
discussions of feelings related to suicide and depression;
discussion of suicide methods and means; and original dark humor
and poetry relating to suicide. This newsgroup is both
robo-moderated and manually moderated.

Justification:

According to a sample analysis of the Google Groups archive of
alt.suicide.holiday: the newsgroup had around 3,980 posts per month
(14 Mar 2002 to 14 Apr 2002). Of the sample, however, less than
about 60 % (estimated) posts were genuinely on topic for ASH, and
the rest were mostly trolls, crossposts, flames, and spam.

The community of alt.suicide.holiday participants feels that there
is a need for a parallel, moderated newsgroup existing to support
the discussion of pro-choice suicide, and the right of suicide as
a personal choice without anti-suicide, anti-choice and pro-suicide
(that is, encouragement or goading a person into suicide) trolls
disrupting discussions. This frequency of trolling and disruption
has increased over the last 3 years, and more notably since the
release of the motion picture "ASH: Worldwide Suicide". Other media
reports following this movie's release have inaccurately reflected
the views of the newsgroup's participants and its associated
subculture.

Due to constant disruptions in the unmoderated newsgroup, the
ASH subculture has been largely forced off Usenet and into using
mailing lists and private web boards for on-topic discussions, as
no other Usenet alternative currently exists. There is a strong
desire amongst those participants to return to Usenet, and the
existing posters remaining on Usenet, if an alternative to the
current unmoderated group can be created on Usenet. The current
Usenet participants also seek an on-topic forum.

ASHM will provide a well-controlled newsgroup for worldwide
discussions about pro-choice suicide through robo-moderation.
The main purpose of robo-moderation will be to weed out spam
and trolls, thereby allowing a level of discussion appropriate
to the seriousness of the topic. Even though moderators do have
an option of moderating posters by hand, we shall attempt to let
the majority of postings from regular participants to bypass human
moderation and associated delays by means of automatic approvals.

Those believing in anarchy can stay in the unmoderated group
alt.suicide.holiday, which is not going to be removed under any
circumstances.

This proposal is being presented to alt.config for discussion
prior to the 'newgroup' message being sent by the host. Amendments
may be made as necessary to the proposal prior to the 'newgroup'
message,
should rational feedback from alt.config require such changes being
made, at which point the proposal will be resubmitted. The Moderator
addresses are subject to be created at isc.org prior to the
'newgroup'
message.


CHARTER:  ALT.SUICIDE.HOLIDAY.MODERATED

ARTICLE I. NEWSGROUP DEFINITION

A.alt.suicide.holiday.moderated is a pro-choice suicide discussion
forum. This group is dedicated to those who wish to discuss
depression
or suicidal feelings without ridicule or prejudicial judgement, and
acceptable posts will neither encourage or discourage the act of
suicide, while accepting and recognising the individual's right
to make their own determination on the issue.

B. alt.suicide.holiday.moderated is a moderated forum. Posts not
conforming to the Posting Guidelines or the spirit of the group may
be
moderated without warning to the original poster, following the
Moderation Guidelines in Article VI. The Posting Guidelines form an
integral part of this Charter, and are fully defined in ARTICLE III.
Continuing offenders will be reported to their ISPs for breaches of
this
Charter, enforceable by most ISP's Acceptable Use Policy and
Terms of Service.

C. No commercial advertising of any kind (spam) or any intent by
anyone
is allowed. URLs relating  to the web site(s) or employer of the
poster,
or which is of interest to the group, or for information purposes
regarding Usenet or resources of the group, or on request of a poster,
or
is attached to the post by that poster's service provider, may be
posted.
This issue is not open for debate or amendment.

D. Unmarked off-topic materials, binaries (except PGP-type
signatures),
excessive posting, cancel attacks, and cross postings are
prohibited.

E. A copy of the CHARTER/POSTING GUIDELINES will be posted to the

ARTICLE II. TOPIC

Posting is open to any wishing to discuss:

1.Suicide or feelings related to suicide, suicidal feelings, or
emotional condition of posters; personal events, rants about
circumstances surrounding and/or contributing to those feelings;
personal experiences relating to suicide, including issues about
suicide
attempts, therapy, medication, and hospitalization, or related topics
of interest to the groups' posters and followers

2..Depression or feelings related to the depression, medical
condition,
or emotional condition of posters; personal events, or related topics
of
interest to the groups' posters and followers.

3. Gallows humour and dark humour, which does not encourage
discrimination on race, sex, or physical condition.

4. Discussion of suicide methods, and means.

5. Original poetry, lyrics and other creative output related to
suicide
or feelings of suicide or other dark emotions.

6. Issues of relevance to the group as a whole and its integrity,
such
as spam fighting, and help and education for new users/followers of
the
group(s), CHARTER AMENDMENTS as covered in ARTICLE V, and election of
Moderators as covered in ARTICLE VI.

ARTICLE III. POSTING GUIDELINES TO THE GROUP
alt.suicide.holiday.moderated

Moderators are to take into account if  posts breach one or more of
these
guidelines prior to the cancelling of offending posts.

The regular posters on alt.suicide.holiday.moderated see suicide as a
valid option. They are not interested in reading anti-suicide,
anti-choice,
or pro-suicide messages, all of which are seen as fundamentally
disrespectful of an individual's rights and used in denying the right
of
free choice and self-determination.

For those that may wish to post material within the Posting
Guidelines
which may be controversial, please clearly mark such material, so it
can be avoided by those that find such material to be objectionable.

1) FIRST TIME POSTERS TO ALT.SUICIDE.HOLIDAY.MODERATED - GUIDELINES

New posters are welcome, and must have a working return email address
if
the poster wishes to have their posting nickname placed on the
automatic
approval list. Use of a free email service is recommended for this
purpose. All posts sent via anonymous remailer services will be hand
moderated at all times, and such posters are ineligible
to vote on Charter Amendments and in Moderator elections, and such
posts
do not count as a posting history.

The new poster should be familiar with the ASH subculture and its
views
and philosophies, and the history of the unmoderated
alt.suicide.holiday
newsgroup available at http://ash.xanthia.com.

First time posters to the newsgroup should include at statement to
the
effect that they have read and understood these POSTING GUIDELINES
and
the netiquette guidelines in RFC 1855 before they decide to post to
the
newsgroup, and that they agree to abide by them. This suggestion is
not
compulsory, but highly recommended, as abusive posts or posts
attacking
the suicide-accepting premise of either the newsgroup in general or
of
particular participants in the newsgroup are prohibited.

A) Posting format

Posters should wrap posts at 72 characters, and posts shall be in
plain
text format. HTML format posts are prohibited. Top posting is
inappropriate, and such posts may be rejected at the discretion of
the
Moderators. Long posts which have been quoted in their entirety and
have
one or two lines added in the follow-up reply also may be rejected at
the discretion of the Moderators, therefore is it requested that
posters
replying to others' posts edit their responses to relative content in
their reply.


2) ANTI-CHOICE POSTS - PROHIBITED

Anti-choice postings are those which refuse to acknowledge,
diminish,
dismiss, or are otherwise disrespectful of the right of the
individual's
free choice. These posts are prohibited in
alt.suicide.holiday.moderated.

It is not proper netiquette to invade a group with postings that
oppose
the nature of the group. (Like it is not welcome to go to a 'real-
life'
alcohol-dependency support group and shout 'you should all just grow
up'). These posts are prohibited in alt.suicide.holiday.moderated,
and are grounds for moderation and Charter Enforcement.

Posters to alt.suicide.holiday.moderated see suicide as a valid
option,
and support the right of the individual to make their own educated
choice on that matter without pressure or prejudice. Some examples
of the types of  anti-choice posts are:

A. Posts preaching anti-choice rhetoric in relentless attempts to
persuade others, posts ignoring, unjustly dismissing, or posts
using fallacious reasoning to counter the arguments of others are
unwelcome. Preachers seem to be standing on a podium, unwilling to
engage in any dialog. Tolerance for anti-choice or anti-suicide
rhetoric is zero.  This issue is not open for debate or amendment.

B. Posts encouraging  religious argumentation, for example, that
people who commit suicide go to hell, or that suicide is wrong simply
because it says so in the Bible (or any other Scripture). Tolerance
for
anti-choice or anti-suicide posts on the basis of encouraging
religious
argumentation, is zero.  This issue is not open for debate or
amendment.

This clause however does not prohibit the discussion of religion
and / or an individual's religious beliefs.


3) ANTI-SUICIDE POSTS - PROHIBITED

Anti-suicide posts oppose the concept and the right of suicide as
a free choice. These posts are prohibited in
alt.suicide.holiday.moderated  and are grounds for moderation and
Charter Enforcement.

Some of the posters are having a hard enough time in life without
being confronted with stuff they do not want to hear. They have little
energy to deal with this, as they need all their energy to go on
living.

Anti-suicide posts reinforce posters' alienation from society, as
such
posts forcefully intrude into posters' only sanctuary. Instead of
allowing the audience to get the kind of support and understanding
some of us need in order to survive another day, anti-suicide posters
corner posters into defending their views.

People being told over and over again that they are wrong to decide
in
favour of suicide might be so hurtful to suicidal people that it
pushes
them over the edge, causing them to commit suicide sooner, as will
posts denying the validity of any person's suicidal feelings based
upon that person's not having acted upon them. Therefore these types
of posts are prohibited.

In general, discussing why you think suicide is not an option for
yourself is acceptable, but you must not tell others not to do so,
nor make broad denials of the validity of suicide as an option for
others. The basic premise of alt.suicide.holiday.moderated is that
suicide is a legitimate choice, and a matter  for the individual to
choose for themself.

Specifically, the following types of posts are prohibited in
alt.suicide.holiday.moderated, and are grounds for moderation  and
Charter Enforcement :

A.Posting of arguments that have been dealt with countless times
already by the alt.suicide.holiday newsgroup. The people on
alt.suicide.holiday.moderated have witnessed many posts by people who
insist suicide is a bad idea, therefore these posts are prohibited.

B. Posts making unsubstantiated claims with regard to how suicidal
people the poster has never even met will feel at some vague time
in the future, illogical arguments, and those that don't go beyond
saying that the poster's emotional position is "right" and different
feelings are "wrong" just make for pointless discussions, and are
prohibited.

C. Posts demanding to know another person's reasons for their choice,
and demanding posters justify their reasoning for that choice. These
types of posts only serve to irritate and annoy posters, and are
prohibited. Posters are free to discuss their own reasons if they
wish, however, it is distasteful for another person to demand that
an individual justify their reasons to that person or to the group.

D. Posts demanding that individuals seek psychological or psychiatric
counselling because of  thoughts of suicide or a suicidal intent, and
posts promoting pharmacological "cures" for suicidal feelings and
phrased as anti-suicide and dismissive of the legitimacy of the right
of choice of suicide, are prohibited.

4) IGNORING "X-No-Archive: Yes" IN REPLIES AND FOLLOW-UPS TO POSTS SO
MARKED - PROHIBITED

Follow-ups to posts ignoring the "X-No-Archive: Yes" anti-archive
request (indicated by inclusion of that text in the first line in
the original posts), are viewed as a serious violation of netiquette
that are grounds for the immediate rejection of the offending
follow-up post, as Moderators are forbidden to alter the content
of posts in any way, including changing a post to add
"X-No-Archive: Yes".

5) PRO-SUICIDE AND PRO-HOMICIDE POSTS - PROHIBITED

Pro-suicide posts  (that is urging, challenging, daring, or goading
an individual to commit suicide), and pro-homicide posts (that is,
encouraging murder or murder-suicide), posts advocating that a
suicidal person commit homicide of others whilst committing suicide,
posts offering to kill a suicidal person, or requests for volunteers
for snuff videos or other death-related sexual activities. are all
prohibited.

Tolerance for these posts are zero. These posts are grounds for
moderation and Charter Enforcement. This issue is not open for
debate or amendment. Apart from being stupid and distasteful
they also cause people to feel unsafe to post.

6) PRO-LIFE POSTS, SUPPORT, AND ASSISTANCE - GUIDELINES

In general, unless they specifically request for it, posters are
not seeking for conventional life-affirming advice on
alt.suicide.holiday.moderated. There are many other forums for
that. Most posters are familiar with such advice since they have
heard it numerous times. Repeating such advice not only annoys
posters, but also insults their intelligence. Therefore unsolicited
pro-life or anti-suicide advice is prohibited, and is subject to
moderation and Charter enforcement.

Cyber hugs, etc are things which annoy people on
alt.suicide.holiday.moderated, as they are seen as patronizing, phony,
manipulative, and insincere. As such, they are prohibited in  the
newsgroup and are best taken to personal email.

Persons initiating these types of posts are advised to consider
carefully the reaction of the recipient, the basic premise of the
newsgroup, and of the group as a whole, and if in doubt, please
take such discussions to private e-mail.

alt.suicide.holiday.moderated is not a support group in the
traditional sense, as the posters support the right of free
choice of the individual, and the decision of each poster to determine
for him or her self if suicide is a an option for him or self .
The support offered by the group is to support the decision of
that individual.

Demanding to know another person's reasons for their decision,
and demanding that another poster justify their reasoning is not
seen as support, and is prohibited. Posters are welcome to discuss
their own reasons for their decision, at the discretion of the
individual poster. One goal of alt.suicide.holiday.moderated is
to provide a forum where a poster can feel safe to discuss these
issues with others if they choose to do so.


7) IS IT OK TO TALK ABOUT HAPPY EVENTS IN ONE'S LIFE? -  GUIDELINES

If out the blue, a newcomer posts about how wonderful life is,
this will not be well received. It is not obvious  how it relates
to alt.suicide.holiday.moderated and is of little interest to
posters. Some posters might view  this as a covert, pro-life attempt
to "cheer people up".

However, if happy events occur to somebody who is known as an
alt.suicide.holiday.moderated poster, then such posts are most
welcome. Posters are interested to know what happens to people
they care about, and they are glad when good things happen to other
posters.


8)  ABUSIVE POSTS  - PROHIBITED

The following types of posts are seen as abusive, and are
prohibited :

a. Privacy violations. Privacy violations include:
posting the name of any participant in the newsgroup, without
the participant's explicit permission to do so if that person has
made a reasonable effort to remain anonymous within the newsgroup;
or posting the home or workplace address, telephone number or
employer / school / family contact information of any participant
in any case;

b. Posts which are intentionally repetitive of  the same or identical
content;

c. Posts that contain no original content, or no original content
other than brief, irrelevant comments, for example a post containing
no other original content than a signature;

d. "Test" posts.

e. Impersonations: Posts that a casual reader would reasonably
believe originated from another participant of the newsgroup, or
dishonestly purporting to be from an "authority" (including but
not limited to a Moderator of the newsgroup, news system
administrator, or government or law-enforcement official).

Tolerance for these posts is zero. This issue is not open for
debate or amendment. These posts are grounds for moderation and
Charter Enforcement. Repeated posts of this nature will be reported
to the offender's ISP.


9) DISCUSSION OF TROLLS - GUIDELINES

Discussion of trolls and net kooks shall have the spoiler [TROLL]
added to the subject line. The discussion of trolls and net kooks
is not primarily on-topic for alt.suicide.holiday.moderated,
however the subject may arise as harassment by sociopaths is
acknowledged to have been a cause of depression and possibly
suicide. Discussion of trolls without the [TROLL] spoiler in the
Subject header are prohibited and is grounds for moderation and
Charter Enforcement.


10) COMMERCIAL ADVERTISING - PROHIBITED

Tolerance of commercial bulk "spam" is zero. This issue is not open
for debate or amendment. These posts are prohibited in
alt.suicide.holiday.moderated,  and are grounds for moderation and
Charter Enforcement. Spammers will be reported to their ISPs and
Moderators will post reports to news.admin.net.abuse.sightings.

URLs relating  to the web site(s) or employer of the poster, or
which are of interest to the group, or for information purposes
regarding Usenet or resources of the group, or on request of a
poster, or is attached to the post by that poster's service
provider, may be posted.


11) EXTENDED FLAME WARS

Extended flame wars are counter productive. Should the basic points
remain unresolved after many exchanges of replies between 2 posters,
this discussion should be taken to email. Moderators will post
POINTERs to this clause should the view of the Moderators be that the
discussion is detrimental to the group as a whole.


12) OFF - TOPIC POSTS

Off-topic posts to the newsgroup (that is, posts not specifically
referring to the core topics but may be of interest to the
newsgroup's participants) shall include an indication in the subject
that the post is off topic by the inclusion of an indication of
this in the Subject of the post, however, off-topic posts must not
include material prohibited  by other POSTING GUIDELINES.


ARTICLE IV. CROSS POSTING

Because of the unique nature of this group, no cross posting is
allowed with any other group. This includes no cross posts between
the alt.suicide* groups themselves, as this  may encourage off-topic
posts into alt.suicide.holiday.moderated from the other
alt.suicide.* groups that exist without a compatible Charter. These
posts are prohibited, and grounds for moderation and Charter
Enforcement.



ARTICLE V.   LIVING CHARTER

Because Usenet is not static, a CHARTER must have a method of being
updated and amended. While there can only be one original CHARTER
generated at the groups creation, a document called the CHARTER/FAQ
will be created and have the full force of the CHARTER.

A website will be maintained at the URL http://www.ash-moderated.org
in perpetuity, and the CHARTER/FAQ shall be prefaced with the
original CHARTER, followed by any and all AMENDMENTS TO THE CHARTER
approved by the group.



A. CHARTER /POSTING GUIDELINES  AMENDMENT PROCESS

1.  Amendment Proposal

a.  A proposed AMENDMENT TO THE CHARTER will have one official
AMENDMENT SPONSOR who volunteers for this position by posting a
CALL FOR DISCUSSION.  The subject header of such a post must  include
the phrase "CALL FOR DISCUSSION" to bring the issue to the attention
of the posters to the group,  and to allow for key phrase searches in
archival sites.

b.  The AMENDMENT SPONSOR and all voters  must post said notices with
the x-no archive option turned off in their news posting browser.
This
will allow archiving sites to store the official proposals, call for
votes and  results.

c.  A PROPOSED AMENDMENT may only be presented with a CALL FOR
DISCUSSION posted to alt.suicide.holiday.moderated

d.  The AMENDMENT SPONSOR will be responsible for posting all official
notices concerning the amendment to alt.suicide.holiday.moderated.

e.  A CALL FOR DISCUSSION must provide for a discussion period of at
least one week (7 contiguous days) and not to exceed four weeks (28
contiguous days).

f.  At the end of the discussion period, as defined in the CALL FOR
DISCUSSION, the AMENDMENT SPONSOR must post a CALL FOR VOTES in
alt.suicide.holiday.moderated.  The subject header of this post must
include the phrase "CALL FOR VOTES" to bring the vote to the attention
of the users/followers of the group, and to allow for key phrase
searches in archival sites.

g.  If there is obviously insufficient support for the amendment,
the AMENDMENT SPONSOR may post an "AMENDMENT WITHDRAWAL" notice to
end the amendment process, before a vote is called.  Insufficient
support is defined as less than 10 percent of the numbers of posters
in the calendar month prior to the CALL FOR DISCUSSION, responding in
the thread.


2.  Voting Process

a.  The voting period will be the contiguous 7 (seven) day period
immediately following the CALL FOR VOTES post.

b. To be eligible to vote in an amendment issue, a poster must have
successfully posted under his or her posting nickname at least five
(5) messages in the calendar month previous to the call for discussion
in alt.suicide.holiday.moderated, however,  a poster who has
successfully
posted over 100 messages to the newsgroup at any time shall not need
to
qualify for this time frame requirement. To be considered valid, such
posting nicknames must not be used or sent by anonymous remailers.

c.  Posters to the group must register their vote by posting a
"follow
up" message to the CALL FOR VOTES post which includes their "for the
amendment" or "against the amendment" vote.

d.  For the amendment to pass, two thirds of the votes cast must be
"for the amendment."

e.  Within 48 hours of the conclusion of the voting period, the
AMENDMENT SPONSOR will post a "RESULTS TALLY" to
alt.suicide.holiday.moderated with a "PASS" or "FAIL" notice, and
with
the words "RESULTS TALLY" included in the subject header of the post.

B.  Within one week (7 contiguous days) of passage of an Amendment to
the Charter, the AMENDMENT SPONSOR will post a "NEW COPY OF THE
CHARTER/FAQ" message to alt.suicide.holiday.moderated, which must
contain those words in the subject header, and which contains the
CHARTER/FAQ as rewritten to include the new Amendment.

C.  Each Amendment To The CHARTER must be prefaced by the message ID's
of the CALL FOR DISCUSSION, CALL FOR VOTES, and RESULTS TALLY.

D. Before proposing a new amendment for this group, please consider
the original intent of the creator. That is to create a forum for
those that desire troll-free discussion of the topics as defined.



ARTICLE VI.   POSTING AND MODERATION PROCEDURE

1. Posting to alt.suicide,holiday.moderated

Posters may notice a delay in the appearance of  posts; this is
normal in moderated newsgroups.  The Moderators will try to be prompt
about processing the mail, and hope to have no more than a 24 hour
delay
in sending  posts to the newsgroup.

Some posters may be robo-moderated, which means their posts will
appear
more quickly on the newsgroup.

2. Description of Moderation Process

A. Posting to alt.suicide.holiday.moderated shall be robo-moderated
via the ReadySTUMP Site Hosting facility.

In addition to the robo-moderation process, a team of no less than
three (3) and no more than six (6) Moderators shall be appointed to
oversee the topicality of the newsgroup. Moderators will be appointed
initially by the newsgroup proponent for the first four month period
following the newsgroup's creation, who may then retire at which
point
others may volunteer and stand for election.

Moderators are charged with reviewing new posts and posters, for
issuing cancels for any posts that are not posted in accordance of
the terms of the CHARTER or the CHARTER / POSTING GUIDELINES, and
updating the automated filtering and approval processes of the
ReadySTUMP robo-moderation software as appropriate. Moderators must
not edit or alter the content of any post in any way. Therefore
Moderators will either accept a given post (approve it) in its
entirely, or reject (moderate) it in its entirety.

New posters to the newsgroup will be subject to hand moderation for
at least the first ten (10) posts to the newsgroup.  Posters who
demonstrate an intention during the first ten posts to post according
to the CHARTER/POSTING GUIDELINES will be placed on a list of posters
to be automatically approved by the moderation software.  For obvious
reasons, people posting through anonymous remailers or frequently
altering their posting identity cannot be set to automatic approval.
Persons who post only infrequently may be kept at hand moderated
status.

Posters who prefer not to be placed on automated approval status
may e-mail the Moderators about being kept at hand moderated status.
If a poster with automated approval status wishes to have a specific
post hand moderated, placing the word "MODERATE" in all capital
letters will cause it to be reviewed by the Moderators.

Any poster with automated approval status who violates the posting
guidelines will be warned by the Moderators the first  three (3)
times the violations occur.  If the violations continue, the poster
will be returned to the status requiring hand moderation, as for a
new user.  This should not be regarded as a license to violate the
Posting Guidelines every eleventh (or so) post: any person who
habitually violates the Posting Guidelines will be subject to
permanent hand moderation or set to automatic rejection at the d
iscretion of the Moderation Team.

If the Moderators as a team conclude that a single poster is posting
from multiple aliases, the posts from all aliases will be treated as
from one person and subject to the moderation restrictions as such.


B. The Moderators are to be impartial in this authority with no
partiality given to a regular poster who posts in error or to an
unpopular poster who posts within the guidelines. However, any
poster or potential poster who in the view of the Moderators has a
verifiable history of  Usenet abuse and /or trolling may be added
to the list of automatic rejection (banned) posters notwithstanding
the above without notice.

A person placed on automatic rejection may send an e-mail to the
Moderations indicating a willingness to abide by the Posting
Guidelines,
and may be reinstated for hand moderation at the discretion of the
Moderators, based on the nature and severity of the violations.

C. There will always be grey areas where the moderator will need to
use some personal judgement and this is allowed. Moderators are urged
to recall the basis of the group in ARTICLE II each time they find
themselves in this position, and, depending on the seriousness of the
violation, may take one or more of the following steps :


"	Post the article, and reply in the newsgroup, with the
expression  POINTER in the subject, citing the CHARTER or the
CHARTER/POSTING GUIDELINES and  why the post is inappropriate;  and/or

"	E-mail the poster, citing the CHARTER or the CHARTER/POSTING
GUIDELINES and state why the post is inappropriate; and/or

"	In cases of serious breaches, immediately moderate the post,
and/or

"	In cases of serious breaches or breaches repeated following
a PONTER by email or posted to the newsgroup, ban the poster, and
file a complaint with the offender's ISP, quoting the full text and
headers of the post, citing the CHARTER or the CHARTER/POSTING
GUIDELINES and a history of the offending poster's abuse.

3. Appointment of Moderators

Moderators will be initially appointed by the newsgroup proponent,
and added to the Living CHARTER/FAQ at http://www.ASH-moderated.org
and mirrored at the robomoderation site at algebra.com.  After four
months following the "newgroup" message, one half of the Moderation
Team shall be appointed by other Moderators (Appointed Moderator),
and the other half of the Moderation team may be elected (Elected
Moderator). Only Appointed Moderators may appoint another Appointed
Moderator; in all other respects the powers, responsibilities and
authority of Moderators are identical.

Upon an Elected Moderator position falling vacant, volunteers for
Elected Moderators will be elected by popular election following
this process :

a.  The Volunteer must post his / her intention to the newsgroup,
using the phrase VOLUNTEER FOR MODERATOR in the Subject.

b.  The voting period will be the contiguous 7 (seven) day period
immediately following the CALL FOR VOTES post.

c. To be eligible to stand for the position of  Moderator, a group
poster must have successfully posted under his or her posting
nickname
at least fifty (50) messages per month in the four calendar months
previous to the 'VOLUNTEER FOR MODERATOR' post in
alt.suicide.holiday.moderated without any posts being rejected,
however,
a poster who has successfully posted over 300 messages to the
newsgroup
at any time without any posts being rejected shall not need to
qualify
for this time frame requirement. To be considered valid, such posting
nickname must not be used or sent by anonymous remailers.

d.  To be eligible to vote in a Moderator election, a group poster
must have successfully posted under his or her posting nickname at
least five (5) messages in the calendar month previous to the
VOLUNTEER
FOR MODERATOR' post in alt.suicide.holiday.moderated, however,  a
poster
who has successfully posted over 100  messages to the newsgroup at
any
time shall not need to qualify for this time frame requirement. To be
considered valid, such posting nicknames must not be used or sent by
anonymous remailers.

e.  Posters to  the group must register their vote by posting a
"follow up" message to the CALL FOR VOTES post which includes their
"for the appointment" or "against the appointment" vote.

f.  For the Volunteer to be elected, two thirds of the total votes
cast must be "for the volunteer."

g  Within 48 hours of the conclusion of the voting period, the
Volunteer will post a "RESULTS TALLY" to
alt.suicide.holiday.moderated
with a "elected  or "unelected" notice, and with the words "RESULTS
TALLY" included in the subject header of the post.

h.  Within one week (7 contiguous days) of passage of an Appointment
of Moderator, the Volunteer will post a "NEW LIST OF MODERATORS"
message to alt.suicide.holiday.moderated, which must contain those
words in the subject header, and which contains the applicable part
of the CHARTER/FAQ as rewritten to include the posting nickname of
the new Moderator.

i. Within one week (7 contiguous days) of passage of an Appointment
of Moderator,  the founder and/ or another Moderator must supply the
new Moderator with information on how to obtain the data and tools
necessary to perform the functions and responsibilities of a
Moderator.

4. If a post is rejected by the Moderators

Posters who have had posts moderated may email the moderators at :
ASHM-bo...@stump.algebra.com, however, posts that have been moderated
shall not be reposted without modification(s).

Repeated attempts by banned posters to post to
alt.suicide.holiday.moderated shall be reported to their ISPs by
the Moderators, citing the offending posts and the applicable
violations in the CHARTER / POSTING GUIDELINES and /or a history
of the banned poster's Usenet abuse.

The above email address will reach all moderators.  If a poster
feels that a message should not have been rejected, s/he may  contact
the Moderators as a group at this address.  If a majority of the
Moderators thinks that the message should not have been rejected,
it will be posted.

It should be remembered that the Moderators are volunteers and that
they are attempting to be as fair as possible in this situation.
However, the personal judgment of individual Moderators will vary,
and while a post rejected by one Moderator might have been accepted
by another; in the absence of a blatantly improper rejection, the
Moderators as a group will support the decision of individual
Moderators in rejecting posts. Moderators also reserve the right
to disregard frivolous complaints they believe are being sent to
waste the Moderators' time, or to incite disagreements among the
Moderators.

Please bear in mind the Moderators are there for protect the
integrity
of the newsgroup for adherence to the CHARTER and the CHARTER/POSTING
GUIDELINES, and the Moderators are available for assistance and
advice
with posting if you are in doubt.

5. In the event of disputes between Moderators

Should one or more Moderators disagree with the decision of another
Moderator, the other Moderators shall discuss the issue in private
email, and then vote for or against supporting the action, with the
majority view prevailing. If the vote is tied, the ruling shall be
held in the negative, i.e. the decision is overturned. This email
discussion shall take place and be decided within 7 calendar days of
the decision, and an announcement of the final decision of the
Moderators  posted to the newsgroup within 10 calendar days following
the beginning of the email discussion.
