One way Link Requests

I am getting repeated "requests" from the owner of a site totally
unrelated to mine who wants to create mutual one way links as "an on
going process to increase the link popularity of my site ..."

"As you all know about the Google's new algorithym and the improtance of
oneway linking." [sic, sic]

It's about annoying as Spam to keep getting these and I was thinking of
reporting this to Google instead of simply telling them to bugger off.

I'm guessing that Google wouldn't even care anyway.  Yes?  No?
